You Serve Maryland. Now Maryland Has a Home Loan Built for You.
Teachers, firefighters, police officers, EMTs and 9-1-1 specialists keep Maryland communities running.
But many of them cannot afford to buy a home in the communities they serve.
In September 2026, the state launched a new Maryland first responder and teacher home loan called First Homes for First Responders and Teachers, backed by $50 million in funding.

What Is First Homes for First Responders and Teachers?
It is a Maryland Mortgage Program (MMP) loan for first-time homebuyers who work in eligible public service roles. Per MMP Directive 2026-10, it offers two big benefits:
- A lower interest rate: 0.50% below the standard MMP 1st Time Advantage 5% Loan rate
- Down payment and closing cost help: a 0% deferred loan equal to 5% of your first mortgage
How the 5% Assistance Works
The assistance is a second loan with:
- 0% interest
- A 30-year deferred term
- No monthly payments while you live in the home and keep the first mortgage
It is repaid when you sell, refinance or transfer the home. It is not a grant, but it costs nothing while you own and live in the home.
Example: with a $300,000 first mortgage, 5% is $15,000 toward your down payment and closing costs.
Who Qualifies?
According to the official program page, at least one borrower must work full time in Maryland in an eligible role:
- Firefighters, including volunteer firefighters with at least 12 recent months of documented service
- Certified EMTs and paramedics
- Police officers
- Rescue squad members
- Sworn members of the Office of the State Fire Marshal
- 9-1-1 specialists
- Full-time, state-certified pre-K–12 classroom teachers and school counselors
Moving to Maryland for a new job? A signed, non-contingent offer letter from an eligible Maryland employer may count.
Other Requirements

- Complete an approved homebuyer education class
- Meet MMP credit, income and purchase price limits
- Provide employment verification, plus certification or licensing documents if needed
- Live in the home as your primary residence
Can You Combine It With Other Assistance?
You can combine it with outside grants or loans from employers, builders or non-profits that meet program guidelines.
You cannot combine it with other MMP products or the MMP Partner Match program. That is why it pays to compare options before you lock in.
Where Maryland Public Servants Are Buying
With rate savings and 5% assistance, homes in the $250,000–$450,000 range become more realistic in areas like:
